Additionally, the youth chapter will develop young people for leadership positions by providing a pool of applicants for consideration for membership in the Hispanic Leadership Forum's Hispanic Leadership Institute. This vehicle will open doors for them to pursue employment opportunities after their graduation from college as well as prepare them with a set of skills for civic participation and eventually elective office.
The youth chapter consists of representatives from Southern Methodist University, the Dallas Community College District, alumnus from Jesuit High School, students from Bishop Dunne High School, and the Richardson and Dallas Independent School Districts.

At its inception in January 2008, the HLF participation included many individuals from the community who felt a need to pursue change, as well as a sense of frustration that their voices were not being heard and who consequently felt a sense of apathy with regard to their ability to truly affect change. Many of these individuals are students, either in universities, community colleges, private and public schools. Therefore, the HLF is creating a youth chapter to address the needs of these members of our community which will serve as an avenue to cultivate this energy, enthusiasm and desire to participate in our movement.
